Committees
Responsibility for the work of the Council is split between Full Council, 3 Standing Committees and 4 Sub Committees. In addition several Working Parties also manage and deliver on specific projects within the Town e.g. Litter, Transport etc
Full Council is solely responsible for
- Setting the PRECEPT
- Borrowing money
- Making, amending or revoking Standing Orders, Financial Regulations or Duties and Powers and Proper Office provisions
- Making, amending or revoking Bye Laws
- Making of Orders under any statutory powers
- Important matters of principle or policy which have been referred directly by committees or officers
- Prosecution or defence in a court of law.
Policy and Finance Committee
This committee is responsible for strategic delivery, risk management and internal controls, structures and processes, community focus and standards of conduct. It monitors, oversees and reviews all matters relating to Council's finances and its use of resources, ensuring the efficient and effective management of those resources including land, property, finance and manpower.
Recreation and Properties Committee
This committee’s responsibilities include property and grounds maintenance, floral displays, children's playgrounds, sport and recreation, street furniture, public conveniences, allotments and open spaces including Victoria Park, Mary Baily Playing Field and Rodden Meadow.
Planning and Economic Development Committee
This committee has delegated authority to discuss, debate and record the Town Council observations on planning and tree work applications and appeals for Frome. The Committee's decisions and observations are relayed directly to the appropriate Planning Authority in time for them to be taken into account in its decision making process.
Grants Sub Committee allocates community grants to projects and organisations in the town such as youth groups, older residents and charities.
Personnel Sub Committee considers all matters relating to staff including discipline, grievances, pay, conditions and recruitment in accordance with the Council’s personnel policies and practices.
Civic Affairs Sub Committee deals with civic events and functions such as the Civic Service and the Community Civic Awards and looks after the Mayoral regalia.
Christmas Spectacular Sub Committee is responsible for the organisation of the “switch on” event for the town's Christmas lights. This takes place annually normally on the last Sunday of November.
All members of the public are welcome to attend any meeting of the council or its committees, on the agenda there is always 15 minutes included for members of the public to speak and make comments.
