Each year the Town Council calculates the money it needs to raise to provide its services. Then it deducts the income which it expects to receive from fees and charges such as the hire of sports facilities, agency work on behalf of the County Council such as reporting defective street lights, blocked drains and cleaning street signs etc. to leave the amount it requires to spend on the services and any capital projects which are planned for the year ahead.
This sum, called the precept, is the amount it levies on Mendip District Council and which is collected by them as a proportion of the total council tax paid by Frome households.
For the financial year 2010/2011 the precept is £776,788.

Each year the council’s annual return is externally audited by an auditor appointed by the Audit Commission and any person interested has the opportunity to inspect and make copies of the Annual Return and all books, deeds, contracts, bills, vouchers and receipts relating to them.
These documents for Frome Town Council are to be made available on reasonable notice by application between the hours of 10.00 am and 5.00 pm, Monday to Friday (excluding public holidays), commencing on 1 June and ending on 28 June 2010.
