Council Committees
Responsibility for the work of the Council is split between Full Council and 2 Standing Committees – Internal Affairs and External Affairs. There is also a Planning Sub Committee. In addition further Sub Committees, Working Groups or Open Forums can be created, as and when required, to discuss, manage and deliver on specific projects.
Full Council is responsible for:
- Setting the precept
- Borrowing money
- Making, amending or revoking Standing Orders, Financial Regulations and the Council Constitution
- Duties and Powers and Proper Office provisions
- Making, amending or revoking bye-laws
- Making of Orders under any statutory powers
- Important matters of principle or policy
- Prosecution or defence in a court of law
Internal Affairs Committee is responsible for:
- Efficiency and Effectiveness
- Service Delivery
- Policy Development and Localism Bill
- Acquisitions
- Budget Exceptions
- Risk Management and Internal Control
- Personnel, Structures and Processes
- Civic and Twinning Protocol
- Conduct and Behaviour
- Communication

External Affairs Committee is responsible for:

- Grants to other organisations

- Economic Development and Community Planning
- Environmental Issues
- Community events
- Participative budgeting

Planning Sub Committee
This committee has delegated authority to discuss, debate and record the Town Council's observations on basic planning and tree work applications for Frome, in particular applications that are non contentious and require less scruntiny. The Sub Committee's decisions and observations are relayed directly to the appropriate Planning Authority, within statutory timescales, to be taken into account in its decision making process.
